Wendy had twenty years in the Inland Revenue and HMRC, as a fully trained inspector of taxes, as the communications and stakeholder engagement manager on the introduction of the CIS scheme, and as the Impact Assessment Programme Manager. She is currently writing a PhD thesis on the relationship between tax simplification and better regulation, and is an expert on the uses of impact assessment and TIINs in tax policy making. She writes a blog, tiintax.com, following HMRC consultations and general matters of interest to the tax community.
She was shortlisted as Tax Commentator of the Year in 2016, principally for her work in drawing the plight of small traders caught up in the VAT MOSS system to the attention of the wider profession. She is a member of the Women’s Budget Group and the Women in Tax network, and can bore for England on the topic of HMRC’s equality impact assessments.
